Best for curious primary-age kids on a Thursday or Sunday. A volunteer-run heritage museum in Holdens Bay with working steam engines, a 1920s street, a settler's cottage, the old Rotorua jail and a ride-on diesel railway. Children get in free.
This is a real gem of a find in Rotorua. It is off the main road between Rotorua and Rotoiti - you turn at McDonalds in Owhata! It's reminds me of some of the special muses in the UK that show real life as was. It's not just steam engines and a model railway. I took my boys who lived buty girl was jealous when she saw pics of all the other attractions: other little houses with antiques and collections of hats dolls, cameras, books everything that people used 100+ years ago. Even the Rotorua old jail which housed 2 inmates only. Just a really cool experience.

An old-fashioned, poke-around museum for kids who like machines, trains and looking inside old houses. Time it for Steam Day if you can, when the traction engine and pumps are actually running; otherwise a Thursday or Sunday visit is a quiet, cheap hour or two, and children get in free. Expect a rambling site rather than polished galleries.

βSuch a hidden gem amongst the museums in Rotorua. Even though I'm not a resident, I paid the lower price. They're understaffed but are doing their best at being friendly and helpful. Worth a visit for sure!β

Overview
Rotorua Settlers and Steam Museum sits on Robinson Avenue in Holdens Bay and is run entirely by volunteers. Kids can get close to real machinery instead of screens: stationary steam engines, logging gear, a restored 1892 McLaren traction engine, a 1920s street of shops, a furnished 1925 house, a 1906 post office, a tiny two-cell jail and MΔori and Tarawera artefacts. A small diesel railway runs rides around the grounds. On Steam Day, the second Sunday of the month, the engines and pumps run.
